After noticing that my manual bilge pump doesn't empty the bilge, I shoved the bilge intake end in a bucket of water and noticed that the first stroke of the pump sucks water while the next stroke blows it back, and the water just swirls around. What good is that? Don't know if this is a problem with the bellows or a hose connection or the pump innards. Any similar experiences out there?

You could buy some sheet rubber and try making new inlet and outlet valves but that would leave you with an old bellows that may have problems you can't see yet. Primary safety equipment is no place to skimp. Get the rebuild kit. Rx for a pump that blows - about $60, I think (later: confirmed). Been there; works like a charm.
