Salt-to-fresh water blistering

I've read on the C&C Photo site that boats  moving from warm salt water  to cool, northern fresh water will blister - does anyone have a reference I can follow-up on?
Is this issue salt-to-fresh, or warm-to-cool, or both?

My boat spent five winters in Florida salt water (returning every summer to the Lakes) and has no blistering. It has a barrier coat, but I don't know when that was applied. 

On a different note, a surveyor I know says that he has never seen blistering on a 27.
